As the Audio Unit validator is scanning the plugin, DP may stall during the scan. This is because the Spectrasonics authorization window is in the background, hidden by DP's startup window. DP is waiting for the plugin to be authorized before it continues. Click on the authorization window to bring it to the front and authorize the plugin.
The scan will then finish, and the plugin will be available within Digital Performer.
